The claimant was the freehold owner of property in Edmonton Green, London. The defendant occupied a shopping centre under a lease granted by the claimant’s predecessor in title, the Borough Council. The lease provided for payment of service charges to “the Council” in an amount to be certified annually by the “Council’s Borough Treasurer.”
