Two respondent company freeholders owned 16 of 22 flats on an estate. The remaining 6 flats were closely linked to the two companies. The flats were, in effect, (and through a number of separate management companies) managed by Mr X. Mr X was a Fellow of the Royal Institute of Chartered Surveyors.
