The properties in this appeal were two Grade 2 listed buildings, each requiring substantial remedial works. The initial round of works were completed in 2002 and were not satisfactory to either the residents or the freeholder. The residents association then instructed a chartered surveyor to comment on the standard of the works and, in due course, a further contract for works was issued. The landlord appointed the same chartered surveyor to act as contract administrators.
